With regards to use of paypal from the Compliance Investigator, Licensing Division, Office of the Secretary of State :

Colorado Lottery Rule 5.0.A.1 states "No bingo-raffle licensee...shall allow any person to play any game of chance on credit". So the use of PayPal is not permissible due to the inability to remove credit sales.
